Oswego Health Opposes Staffing Ratios
Oswego Health opposes staffing ratio legislation to be considered in the next few months by New York State’s elected representatives, which would have a major impact upon Oswego Hospital and The Manor at Seneca Hill.
Legislation has been introduced (A.6571 and S.3691) this year that would impose minimum nurse to patient staffing ratios for health care providers across New York State. Mandated staffing ratios would not only impose a massive unfunded mandate, but are the wrong approach to staffing. They do not account for the unique patient population at each facility and the specific care teams that individual patients need.
In Summary:
The latest peer-reviewed studies have found no direct link between mandated nurse staffing ratios and improved patient outcomes.
Patient outcomes are improved primarily through the implementation of evidence-based practices to standardize care. Every hospital and health system in the state continues to aggressively invest in and implement a variety of patient care improvement strategies, including those comprising the New York State Partnership for Patients initiative.
Staffing ratios could cost New York’s hospitals and nursing homes about $3 billion annually, amounting to the largest ever unfunded health care mandate.
Hospitals and health systems already struggle under the cumulative impact of more than $27 billion in recent and anticipated cuts on the state and federal levels.
